〈Survey Report〉教育費支援情報に関する中核市の広報のあり方―漸進的無償化に係る自治体総合施策の研究(3)―

概要

[要旨]教育費支援情報に関する広報・施策について、60 中核市（人口20 万人以上）から抽出した20 対象市のホームページにある情報を収集・分析し、以下の7 点の特徴を析出した。1)HP 等へのアクセシビリティにおける配慮（多言語等）、2)子育て情報の提供におけるガイドブックやライフステージに応じた一覧図の作成、3)就学前段階における子育てに寄り添った総合的な支援（ネウボラ開設）や発達的視点からの支援、4)小中学校段階における入学準備金や放課後児童クラブ保育料補助などの独自施策、5)高校生・大学生段階における奨学金・特定職種奨学資金・奨学金返還支援事業・市立大学等の学費減免などの独自施策、6)ひとり親家庭に係る支援情報冊子等の作成公開や祝金・激励金・教育手当などの独自施策、7)コロナ禍に関連した家計急変者の申請に係る注意喚起・国の政策に上乗せした新生児や子育て世帯への給付金・お弁当クーポンの交付などの独自施策、である。[Abstract]This study aimed to assess how to publicize various information on educational expenses supports at 20 cities extracted from 60 core cities designation standards for a population of 200,000 or more. The following seven points were extracted:1. Consideration for accessibility to information provided on the website (multilingual functions, etc.);2. Publication and providing child-rearing guidebooks and a list of services according to the child's life stage;3. Attempts to provide comprehensive support for child-rearing and support from a child's developmental perspective at the preschool stage; 4. Original measures to provide school admission reserves and subsidize after-school childcare fees at the elementary and junior high school stage; 5. Original measures such as scholarships for students, scholarship funds for specific occupations, scholarship refund support projects, and tuition reductions and exemptions for municipal higher education institutions at the senior high school and university stage; 6. Creation of support information booklets and unique measures such as congratulations, encouragement, and educational allowances for single-parent families; and 7. Calling attention to apply for assistance for the poverty due to Corona disaster and original financial support for COVID-19 in addition to national policies.
