自給自足的な農業から商業的な農業への移行は、農民の収入を増やし、食料
安全保障を確保し、貧困を削減する手段であると考えられている。これを達成
するためには、市場に関連する諸制度により取引費用を最小限に抑え、経済主
体間の交換を促進する必要があるが、関連する以下の 4 つの問いはまだ十分に
解明されていない。この研究は、ブルキナ・ファソの小規模農家を対象として、
これらの問いに答えることを目的とする。
第一に、しばしば発生する農産物流通の逆転(生産地から消費地でなく、消
費地から生産地に農産物が輸送されること)を特徴とする発展途上国の主食作
物において、取引費用はどのような影響を及ぼしているか。第二に、作物市場
の効率性は、生産性向上に資する農業技術を農家が採用することを促すか。第
三に、作物の市場取引に農家が参加を決定する要因は何か。第四に、作物の商
業化は、農家家計の厚生にどのような効果を持つか。
第一章と第二章で、研究の背景および研究対象とするブルキナ・ファソにお
ける主食作物の生産と取引の概況を記述した。西アフリカの内陸国であるブル
キナ・ファソは、いまだに貧困者率が高く、家計の食料安全保障や子どもの低
栄養が問題である。
第三章では、ブルキナ・ファソの主食の一つであるササゲを取り上げ、44 の
国内市場で 15 年間にわたって収集された月次の価格データを使用し、地方の生
産地市場と中央の消費地市場間の価格伝達を分析した。その結果、地方市場と
中央市場の間の取引費用が非対称であること、価格は負のショックよりも正の
ショックに迅速に反応することを明らかとした。しかし、価格の調整パラメー
ターの符号と振幅は空間均衡と一致しており、競争空間均衡の条件に反するこ
とがほとんどないことから、ブルキナ・ファソにおいてササゲの市場が比較的
良好に機能していると言うことができる。
第四章は、ササゲの生産地と消費地間の高い取引費用が、ササゲの生産性向
上技術を農民が採用することに及ぼす影響を分析した。その目的で、ササゲの
市場価格データと 5 年にわたるブルキナ・ファソの農家家計パネルデータを組

み合わせた。分析の結果、播種に先立つ過去 12 か月間に中央市場と地方市場の
価格差が拡大すると(つまり取引費用が上昇すると)、農家は生産性を高めるよ
うな投入財の採用を控えることが判明した。
農家が作物市場に参加する要因について、先行研究では市場までの距離、輸
送や通信インフラの整備などに焦点があてられてきた。第五章は、今までほと
んど分析されていない作物生産における農家内の比較優位(農家が生産する作
物間の相対的な生産効率)を取り上げた。2014 年の全国農家家計調査データを
使い、ササゲと落花生を生産する農家を対象に分析した結果、農家は自分にと
って比較優位のある作物を市場で販売する傾向があることが明らかとなった。
作物の商業化が農家の食料安全保障に貢献することはすでによく知られてい
る。それに対して本研究の第六章は、農産物販売収入の家計内配分の影響に着
目した。家計調査のパネルデータを用いた分析の結果、家計の農産物販売収入
のうち妻が自由にできる割合が高いほど、家計の食料支出が増加し、食料消費
の多様性が増し、微量栄養素を含む食品の購入が増えることが判明した。
以上の研究から、インフラを整備して農産物取引にかかわる取引費用を削減
することが技術採用を通じた農業生産の増大を促すだけでなく、女性が受け取
る農産物販売収入を増やすことが食料安全保障と栄養状態の改善に貢献するこ
とが明らかとなった。
これらの研究成果は、学術上応用上寄与するところが少なくない。よって、
審査委員一同は本論文が博士(農学)の学位論文として価値あるものと認めた。
