Developing comprehensive career development scale for public
health nurses second edition

Abstract
Objectives: This study aims to develop a second edition scale that comprehensively measures PHNs’ career
development.
Methods: This was a cross-sectional investigation by mail. Par ticipants were PHNs working in local
government facilities. The anonymous self-response questionnaires included items on individual attributes,
public health nursing competency, and PHNs’ professional awareness. For the scale development, we initially
conducted item analysis. Explorator y factor analysis was then conducted to confirm the validity of the
structural concept. Validity and reliability were examined.
Results: The valid response rate was 953 (56.0%). The scale was structured with 26 items covering five
factors: “policy and organizational management”, “PHN professional consciousness”, “organizational mission
and interpersonal support”, “job and workplace satisfaction”, and “community health activities.” Validity
was demonstrated by an external reference relevant validity and known-group method, and reliability was
demonstrated by a Cronbach's α coefficient of at least .85.
Conclusion: The second edition of the comprehensive career development scale for PHNs was verified for
its reliability and validity. This simple scale that considers career development from both practical ability and
consciousness of PHNs will be useful in promoting in-service education and research.
